Electrical Turnover & Compliance Checklist
The room-by-room electrical checklist I wish every landlord ran between tenants: what to verify, what Pennsylvania expects, what to document — and when to call an electrician instead of hoping for the best.

An hour with this checklist catches the problems that become midnight emergency calls, failed inspections, and liability exposure: dead detectors, damaged outlets, overloaded panels, and the "creative" wiring a previous tenant left behind.
This is general guidance from 20+ years in the trade — not legal advice. Codes change by municipality; when in doubt, check with your local authority having jurisdiction (AHJ) or call a licensed electrician.
The panel: your first five minutes
Start at the panel. It tells you the story of the whole property in one glance.
- Clear access: 3 feet of clear space in front of the panel. No tenant storage blocking it — note it in the lease if it's a recurring problem.
- Every breaker labeled. If the directory is blank or wrong, map it with a lamp and a helper. Unlabeled panels slow down every future service call.
- Look for rust, scorching, or a burning smell with the cover on. Any of these = call an electrician before re-renting.
- Check the main breaker size (60, 100, 200 amp). A 60-amp service in a rental with modern appliances is a chronic overload waiting to happen — budget for an upgrade.
- Note the panel brand/age. Certain older panels (Federal Pacific Stab-Lok, Zinsco) are documented fire risks — if you see one, get an electrician's evaluation in writing.
Visual check only, cover on. Anything behind the cover — double-tapped breakers, aluminum wiring, undersized conductors — is electrician territory.
Smoke & CO detectors: compliance non-negotiables
Detector compliance is the highest-liability, lowest-cost item on this list. Pennsylvania requires working smoke alarms in residential properties, and CO alarms where fossil-fuel appliances or attached garages are present. Verify against your municipality's current code.
- Smoke alarms: inside every bedroom, outside each sleeping area, one per level including basement. Test each one — press the button, confirm it sounds.
- CO alarms: on every level and outside sleeping areas in any unit with gas heat, gas water heater, fireplace, or attached garage.
- Check manufacture dates on the back of every unit. Over 10 years old = replace, no exceptions.
- Replace all batteries at turnover — or better, install sealed 10-year-battery units and eliminate the "tenant removed the battery" problem permanently.
- Consider hardwired interconnected units (all alarm together) at the next remodel or panel upgrade — the gold standard for rentals.
Photograph every detector with its date stamp and log the test in your turnover file. If there's ever an incident, this record is your proof of diligence.
